The graduates of the Faculty of Management and Economics with direction Local Government, following the completion of their studies, will the following:
Knowledge:
- Basic principles for the Business Administration of the private and public sector, Business Economics, Accounting, and Financial Administration.
- Elements of Marketing, Management of Human Resources, and Corporate Law.
- The wider social, financial, political, and institutional environment where the Regional and Local Governments are active.
- The European political, institutional and operational environment which is a restrictive framework for state and local government actions.
- Specific knowledge on the public law immediately governing the operations of the regional and local government.
- Principles of administrative science and application thereof on the organisation, scheduling, assessment, and management of human resources for public organisations.
- Social, spatial and cultural dimensions of public action.
- Principles, methods and tools for the development procedure at an EU, national, regional, and local level.
- Methodology for exercising public policy and knowledge about how this methodology should be applied for the effective exercise of public action at a peripheral and local level.
- Integrated knowledge of the powers of the peripheral and local government, of the method for exercising them, of the forms for establishing the local government structures and the operations thereof, as they are actually applied.
- Knowledge about tools in business administration, such as Statistics, Operational Research, and Administration IT Systems.
- Methodology for the conduct of scientific work, the analysis of the problem, the search into and collection of literature and good practices, the evaluation of the results of the research and the presentation of results.
Skills:
- Effective use of modern management tools for the rational redesign of the procedures and structures, for strategic and operational programming, for monitoring, control, and assessment of managerial actions, for providing incentives to personnel, and for ensuring the quality of the services rendered.
- Financial analysis of businesses.
- Skills regarding the administration, the development and the management of the affairs of Local Government Organisations, of the primary and secondary level, of the businesses established by local government (Municipal, regional, Development) and of local society.
- Skills for the evaluation, design and financing of development programmes for the above organisations, which aim to the improvement of local societies, to the management of all organised entities involved in local governance, and to the design of the development of the local society, which is implemented through these organisations.
- Registration, control and assessment of procedures in a business.
- Understanding of the flow of information in IT systems and drawing of the necessary information from them.
- Use of methods of operational research in order to take decisions.
- Analysis of an operational problem and conduct of the necessary research.
Competences:
- Immediate adjustment to a business environment, since they will have fulfilled a six-month internship in a business during their studies.
- Conduct of administrative, scheduling, and organisation duties for the local government.
- Conduct of design, scheduling, and implementation activities for local development.
- Management and supervision of the personnel of the local government organisations and of their dependent organisations, including the actions deriving from the application of the development programmes to local societies.
- Participation in the preparation of the Internal Service Organisations, of the budget for the units of the Local Government bodies, and in the design and implementation of activities of developmental nature.
- Active participation in the scheduling, in the organisation, and in the development of activities for the units of the Local Governments and the design and implementation of the developmental procedure.
- Active participation in the design and implementation of the communication policy for the Local Government units, and for the dissemination of valid information through the Citizen Service Centres, the offices of the Local Government, the Offices of the Ministry for the Interior, Decentralisation, and Electronic Governance, regarding issues of Local Governance, and Developmental Design and Practice.
- Provision of consultation on issues of design, implementation, and financing of the project of Local Government and of the development practice, acting as Consultants to Local Governments.
- Analysis of a research subject, composing strong theories and tools in order to resolve it and finally, presentation, thereof.
Learning Outcomes:
The graduates will:
- be familiarised with the basic concepts of financial science that are necessary for the understanding of the financial environment;
- be familiarised with the concepts and methods of quantitative analysis and shall have the basic skills for the use of these methodologies, in order to support decisions and ensure the measurability of the administrative action;
- have the necessary knowledge and skills for the use, adjustment and contribution, in terms of the end user, to design of modern IT systems;
- be knowledgeable about the environment of Local Government, specialized in subjects regarding its organization, the assessment of its structures, as well as the management of the human resources of these structures, including subjects for the design of developmental programmes;
- be thoroughly knowledgeable about the operations of the accounting, fiscal and financial management of the resources of the structures in the Local Government.
The basic objective of the programme of studies is for the graduates to be able to successfully work in an internationalised environment, while obtaining the necessary tools in order to conduct scientific research and analysis.
